Well, telecom connection accounting system is usually designed differently. Maybe I didn't exactly understood what you mean. However, several years ago we developed a GIS application on top of telephone connections database for service numbers. It created spatial statistics on from where the calls came in. Usually this means to handle up to some million datasets.
