An articles about FreeGIS is published in the Linux Magazin 07/2000, page 89. This issue hit the newsstands already, www.linuxmagazine.de is a German Linux magazin. (Disclosure: I am the author of the article.) There are two talks about FreeGIS, which I will give in the next weeks: At the Global Linux 2000 conference in Seoul, Korea (from 14-17 June). http://www.globallinux2000.com/ (Note: The English schedule on the web is not complete at time of writing.) The talk will be in English. At the Linuxtag in Stuttgart, Germany on the booth of ID-Pro, Saturday 1st of July 2000 in the afternoon. Language is German here (depending on the audience). Most people still do not know about the relevance of GIS technology and all its applications. Hopefully the FreeGIS project helps educating the public that this is not just a computer tools for specialists. The people from NCAR (National Corporation of Atmospheric Research) have opened there graphics library. This is not only a very solid, albeit in same parts ancient graphics package, many Fortran programmers will know, but it also has many routines regarding mapping, geographical gridding and interpolation. They do not claim to be Open Source, but the license is very free, as far as I understand it. I hope there will be some nice packages now become also free, which build on top of this library. NCAR seems to be uncertain what to do with the software - the license is a halfbacked Open Source license. Some sentences give a bad feeling, because terms of use and discontinuation of availability are interpretable in different ways. I brought this up at gnu.misc.discuss and got agreement on this. However, I assume NCAR is friendly and actually does meant the Open Source idea when writing the license. I will add NCAR Graphics to the FreeGIS page. Thanks to Janko for this hint. Mary Haley answered that they are actually looking for a new license that will make the software friendly Open Source. They will now review some OSI certified licenses to find out which is the best for their purpose. That might take a while, because it is planned to release further software by that group as Open Source under the same license. Once, a clear license is available, all tools build on NCAR Graphics know where they stand and it can make sense to release their code as Open Source as well. Thanks to Mary and her team. Software in Europe is seen as liturature and hence protected by the copyright. By law it is impossible to patent software although the European Patent Office already let patents on software. Some people call this abuse. We at Intevation (as the maintainer of the FreeGIS project) are convinced that introducing Software Patents in Europe will affect the development of Free Software. As the examples from around the world demonstrate, patents are not used to protect genious ideas but to fight competitors. I am concerned that software patents in future may bring some free software projects to their knees. Also the future of free GIS software depends on the absence of software patents. I would like to ask you to visit the site http://petition.eurolinux.org and - if you follow their arguments - to sign the petition to the European Parliament. This goes especially to those located in Europe but also everybody else concerned about this issue is invited to sign the petition. An explicit excluding of commercial use makes the tools non-free software, but the author seems not to be against the idea of Free Software so perhaps he is willing to apply an Open Source license.
