This project has been open-sourced for a couple of years, and in existence for over six in one form or another.

The latest version cam access WMS services directly, is build on top of the OpenLayers display Library and uses MapServer as a Mapping/database engine.

It can also be built against other services.  It's especially suited to integration of mapping location databases with tabular data from other online services.
