Ann: greater-pre-processing 1.0.3

Hi,

I just uploaded greater-pre-processing version 1.0.3
to our ftp server (http://ftp.intevation.de/great-er/).

You should definitely upgrade to this version!

This release

* fixes an ugly bug:
  the river attributes were quite wrong in case the
  environment variable LC_COLLATE was not set to "C".
  It is the case for language setting such as
  the german setting "de_DE".
  Now the pre-processing internally sets the right values.

* introduces a comprehensive documentation (40 pages)
  on the pre-processing. It is downloadable as a pdf-file.
